This study evaluated the penetration of small-scale LNG across 15 countries in Central and Eastern Europe, focusing on heavy-duty trucking and marine bunkering. ADI identified critical infrastructure constraints at regasification terminals, such as the lack of break-bulk and truck-loading services, while modeling the fuel-switching economics against high-tax regional diesel. The analysis prioritized regional investments based on the trade-offs between pipeline gas proximity and the energy security requirements of landlocked markets.
The client
Government energy agency
The situation
Uncertainty regarding the market readiness and infrastructure requirements for small-scale LNG deployment in a fragmented European energy region.
ADI’s contributions
Primary stakeholder interviews
ADI conducted structured interviews with 75 regional stakeholders to validate latent demand and identify local regulatory barriers.
Competitive fuel benchmarking
Modeling the price differential between LNG, LPG, and diesel highlighted specific industrial niches where fuel switching is viable.
Infrastructure gap analysis
Evaluations of sea and river ports identified the specific modifications needed to enable ISO container handling and bunkering.
Policy and regulatory review
Assessment of the Energy Community Treaty obligations provided a roadmap for aligning national incentives with EU carbon targets.
Key outcomes
- Prioritization of near-term infrastructure investment across six high-potential countries and identification of policy-driven demand segments.

CBAM puts a new price tag on emissions
On April 7, 2026, the European Commission announced the first official Carbon Border Adjustment Mechanism (CBAM) certificate price for Q1 2026 at €75.36 per tonne of CO2 equivalent (~$88/t CO2e), marking the EU’s first explicit carbon price applied to imported goods. This rate will be applied to the embedded emissions in CBAM-covered imports and is […]
Cooling fluids are becoming a constraint in AI data centers
Immersion cooling fluids are taking on more importance as data‑center operators deploy higher‑power artificial intelligence (AI) and high-performance computing (HPC) systems. Rack densities are increasing faster than traditional air systems can accommodate, and liquid cooling is now part of the design discussion for many new builds and retrofits. In that context, fluid properties affect reliability, […]
Implications of UAE’s exit from OPEC
Part of ADI Analytics’ ongoing coverage of the implications of the Iran conflict across oil & gas, LNG, refined products, and chemicals. The UAE’s exit from OPEC (see our prior blog) in late April 2026 reflects a decisive shift toward a volume‑driven strategy focused on monetizing its hydrocarbon resource base ahead of the global energy […]
