The EPA’s recently finalized Renewable Volume Obligations (RVOs) for 2026–2027 raise Renewable Fuel Standard (RFS) mandates to record levels, marking a step-change in required blending volumes. This shift increases demand across the system and leaves less buffer between required volumes and available supply, tightening overall market conditions.
Key dynamics shaping supply requirements:
- The EPA is reallocating ~70% of the fuel volumes previously waived under Small Refinery Exemptions (SREs) from 2023–2025 back into future mandates.
- Supply of cellulosic biofuels is dependent on output from a small number of facilities, increasing exposure to operational variability and project-level execution risks.
- Biomass-based diesel supply is constrained by the availability of waste oils and fats, limiting the system’s ability to scale production in response to higher demand.
- Advanced biofuel supply depends on multiple smaller pathways, which diversifies sources but the ability of any single pathway to deliver large, incremental volumes is limited.

These dynamics suggest that higher mandate levels will be met through a constrained and execution-dependent supply base, limiting flexibility in balancing supply and demand. Our recent blog explores how these conditions are shaping renewable fuel market balances and compliance.
