She projected that, despite ambitious recycling goals, virgin plastic demand would only decline by 3–4%, requiring substantial investment in infrastructure beyond recycling technologies. Many countries were already limiting polyethylene use through bans or taxes.
Recycling impacts varied by material and application—for example, HDPE favored non-food uses. The industry was innovating through design for recyclability, increased recycled content, downgauging, and advanced recycling. At the same time, rising demand for bio-based plastics raised concerns about land use, underscoring ongoing challenges in plastics recycling.
