He highlighted the increasing regulatory pressures, which had introduced complex compliance hurdles and new monitoring requirements that were not yet technically feasible. Companies had worked closely with regulators across multiple states to navigate evolving standards and ensure operational viability amid shifting policies.
Bieniawski also addressed the financial strain on natural gas storage investments, noting that greenfield projects had become 5-6 times more expensive than current storage prices, reaching cost levels not seen since the mid-2000s. As a result, the industry had shifted its focus to brownfield investments, enhancing existing infrastructure to meet demand while avoiding lengthy permitting challenges. The discussion underscored the need for strategic, lower-risk investments, as regulatory uncertainties and rising costs continued to reshape the natural gas storage landscape.
